Kazakhstan has approved new strategic digital mining rules to strengthen its national cryptocurrency reserve through regulated mining operations. The framework offers long-term electricity quotas to qualified miners while requiring them to contribute part of their mined digital assets to a state-backed reserve managed under the National Bank of Kazakhstan.
Kazakhstan Links Mining Incentives to State Crypto Reserve
Kazakhstan approved the Rules for Implementing Strategic Digital Mining, creating a new framework that connects electricity access with contributions to the country’s national cryptocurrency reserve.
Under the regulations, qualified digital mining companies can receive electricity quotas at capped tariffs for up to 10 years. In return, participants must transfer part of their mined digital assets to the Astana Hub Autonomous Cluster Fund.

The transferred assets will be placed under the trust management of the National Investment Company operating under the National Bank of Kazakhstan. The initiative aims to strengthen the country’s strategic cryptocurrency reserve through regulated mining activity.
Mining operators must submit applications through Kazakhstan’s E-Licensing system before joining the program. A dedicated committee will review each application before granting approval.
Successful applicants must sign an agreement with the Astana Hub Fund within five working days after approval. They must also complete a power purchase agreement with an eligible electricity generation company before beginning operations.
The government has not officially disclosed the percentage of mined assets companies must contribute. However, local reports suggest participating miners may transfer part of their production under the new arrangement.
New Framework Raises Standards for Strategic Miners
The strategic mining program introduces stricter operational requirements for companies seeking long-term electricity access. The measures are designed to ensure participants operate large-scale and reliable mining facilities.
According to the framework, applicants must own digital mining data centers with at least 150 megawatts of capacity. Mining equipment must also provide a minimum computing power of 150 terahashes per second for each unit.
Companies are additionally required to employ qualified technical staff and maintain repair facilities at their mining sites. They must also hold multiple internet service agreements while remaining compliant with tax and regulatory obligations.
The new rules are expected to take effect on August 1, 2026. Kazakhstan already ranks among the world’s leading Bitcoin mining destinations, placing fifth globally in the Cambridge Digital Mining Industry Report published during 2025.
The latest policy expands the country’s broader digital asset strategy. Previous initiatives included the launch of the state-backed Alem Crypto Fund and regulated cryptocurrency payment services developed through partnerships with Binance Kazakhstan, reinforcing Kazakhstan’s ambition to become a major digital asset hub.
