Vietnam is introducing tougher enforcement measures against illegal cryptocurrency activity as it prepares to launch a regulated digital asset market. Authorities will impose fines of up to $1,900 on investors using unlicensed trading platforms while expanding penalties for anti-money laundering violations, unauthorized offerings, and compliance failures under a new regulatory framework.
Vietnam Targets Unlicensed Crypto Trading Before Market Launch
Vietnam has approved a new enforcement framework to strengthen oversight of cryptocurrency trading before launching its regulated market. The rules aim to shift digital asset activity toward licensed domestic platforms while discouraging investors from using unauthorized exchanges.
Decree No. 284/2026/NĐ-CP, signed on July 16, introduces administrative penalties covering investors, crypto businesses, and token issuers nationwide.
The decree becomes effective on September 1 as Vietnam continues implementing its five-year pilot crypto market program.
Domestic investors using crypto platforms without approval from the Ministry of Finance could face fines between 30 million and 50 million Vietnamese dong. Those penalties equal roughly $1,140 to $1,900 depending on the specific violation committed.
Authorities also introduced stricter penalties for investors purchasing crypto assets reserved exclusively for foreign participants under applicable regulations. Those violations may result in fines ranging from 70 million to 100 million Vietnamese dong.

Regulators gained additional enforcement powers under the decree, including authority to suspend crypto-related activities and revoke operating licenses where necessary. Officials may also confiscate assets linked to serious violations, strengthening oversight before licensed trading platforms begin operating.
Vietnam has steadily advanced its regulatory framework since opening applications for licensed crypto exchanges earlier this year.
Deputy Finance Minister Nguyen Duc Chi previously stated regulated trading could begin during the third quarter of 2026.
New AML Rules Expand Compliance Requirements
The decree extends beyond trading restrictions by imposing stricter compliance obligations on crypto service providers operating within Vietnam’s upcoming regulated market. Businesses must satisfy customer verification requirements and strengthen anti-money laundering procedures before offering digital asset services.
Companies failing to complete proper know-your-customer checks when opening customer accounts face fines between 50 million and 70 million Vietnamese dong.
Meanwhile, businesses operating without licenses or promoting unauthorized crypto services could receive penalties reaching 200 million Vietnamese dong.
Token issuers also face sanctions for offering digital assets without meeting regulatory requirements or providing inaccurate disclosure documents to investors. Unauthorized handling, storage, transfer, or disclosure of crypto account information may trigger similar financial penalties under the decree.
Vietnam’s tougher approach reflects its growing importance within the global cryptocurrency market and expanding digital asset activity. Chainalysis ranked the country fourth in its 2025 Global Crypto Adoption Index after recording more than $220 billion in crypto transaction volume between July 2024 and June 2025.
Officials expect the strengthened enforcement framework to improve investor protection while encouraging participation through licensed exchanges instead of offshore trading platforms.
The measures also reinforce Vietnam’s broader objective of developing a regulated cryptocurrency market with stronger compliance and financial oversight.
