Beijing has unveiled a comprehensive policy to accelerate intelligent agent development while promoting a new token economy centered on artificial intelligence services. The initiative supports AI-native businesses, expands computing infrastructure, and introduces new commercial models designed to strengthen Beijing’s position as a global artificial intelligence innovation hub.
Beijing Targets AI Leadership Through Intelligent Agents
The Beijing Municipal Government has approved a broad policy package to accelerate intelligent agent development across multiple industries. The measures were jointly issued by the Beijing Municipal Development and Reform Commission and several government agencies following national artificial intelligence directives.
The framework aims to strengthen Beijing‘s position as a leading global artificial intelligence innovation center through advanced intelligent agent technologies. It also seeks to cultivate new forms of the intelligent economy by encouraging innovation across research, infrastructure, and commercial applications.
Authorities plan to improve the capabilities of AI models through better online learning, continuous learning, and autonomous decision-making systems. The policy also supports advances in long-context reasoning, multi-agent collaboration, memory systems, and world models for increasingly complex tasks.
In addition, Beijing will encourage open-source development, shared AI infrastructure, interoperability standards, and secure technology frameworks supporting intelligent agent deployment across industries.
Policy Supports AI Applications and One-Person Companies
The new measures encourage businesses to redesign software around intelligent agents capable of completing complex workflows with limited human intervention. Officials also want enterprises to integrate AI into research, healthcare, manufacturing, education, government services, and scientific discovery.
The policy supports development of enterprise artificial intelligence operating systems, AI research assistants, industrial automation platforms, and next-generation productivity software.Â
Companies developing intelligent smartphones, robots, wearable devices, vehicles, and smart glasses will also receive policy support through existing consumer incentive programs.
Beijing also introduced measures supporting One-Person Companies, or OPCs, powered by AI automation. Authorities plan to simplify company registration while providing computing resources, financing support, incubation services, intellectual property assistance, and entrepreneurship guidance.
Furthermore, dedicated innovation communities and supply-demand matching platforms will help connect AI startups with larger enterprises seeking specialized intelligent agent solutions.
Token Economy Expands AI Infrastructure and Service Models
A major feature of the policy involves developing a token economy focused on artificial intelligence computing rather than blockchain-based cryptocurrencies. Within the framework, tokens represent computational resources supporting intelligent agent execution and inference efficiency.
The government plans to encourage development of specialized processors, inference chips, and technologies reducing computing costs through optimized scheduling and storage collaboration. Officials also aim to improve token efficiency across the entire AI processing chain.
Beijing will promote commercial models including Token as a Service (TaaS), Agent as a Service (AaaS), and Result as a Service (RaaS). Authorities will establish service quality standards, pricing frameworks, and evaluation systems measuring intelligent quality, usage volume, and conversion efficiency.
The initiative also expands the Galaxy Computing Corridor, introduces computing and token vouchers, strengthens AI security governance, and supports talent development alongside international cooperation. These measures are intended to create a sustainable ecosystem supporting long-term growth of intelligent agents and the broader AI economy.
