Binance USDT USDC withdrawals are open again. Ethereum and BNB Smart Chain are in the first wave. Phase one ran on November 1, 2026, between 06:00 and 09:00 UTC. Those two dollar tokens are back on the rails users need to leave the exchange.

That is the plain read. The exits that matter for on-exchange dollars are open again on the networks that carry most of them.

Binance USDT USDC Withdrawals Return in Phase One

Binance set the reopen in Recovery Update #4. Withdrawals return in stages after security checks. Deposits stayed open through the freeze. The exchange said user funds remain safe. It will absorb the financial impact of the stolen assets.

Phase one lists Ethereum withdrawals for ETH, USDT, and USDC. On BNB Smart Chain, the first wave covers BNB, USDT, and USDC. The same table also stages Bitcoin, Tron USDT, and Solana pairs. XRP and other networks sit there too. Binance prioritized pairs by recent user demand. More networks will follow when checks finish. Early traffic may mean delays. If a listed withdrawal fails, try again shortly.

How This Fits the Hot-Wallet Breach

The reopen ends a freeze after Binance’s Oct 29 hot-wallet breach. Its October 30 Security Incident Update put estimated impact near $6.3 billion. Early findings pointed to a compromised DevOps engineer’s laptop. An attacker may have reached a service container and submitted unauthorized withdrawals. Binance reported no evidence of a wallet private-key leak. It pledged a fuller post-mortem after verification.

By Recovery Update #4, cover stood near 95%. That was up from about 90% in the prior note. BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC are fully backed at 100%. A proof-of-reserves snapshot is on its PoR site. The remaining 5% sits in less liquid tokens. Those are still being bought through market and OTC channels.

What a Reopened Dollar Exit Is Actually Telling You

Here is the recurring question. When a stablecoin says it is worth a dollar on an exchange screen, what does a restored withdrawal prove?

It does not prove the theft is finished. It proves the exit path works again for the named networks. Holders treat USDT and USDC as the cash leg of crypto. Ethereum and BSC are the two places that matter most for leaving the venue. A phased table is not a full reopen. It is a controlled unlock of the dollar rails first.

Unknowns remain. Binance has not yet published the full technical post-mortem. Not every network and asset is live. Processing times may stay uneven while queues clear. Cover percentages and the PoR snapshot are company claims from the recovery updates. What the updates do show is clear enough. The freeze that trapped those dollar exits has started to lift.
