Thailand’s securities regulator has finalized rules allowing Bitcoin and Ethereum exchange-traded funds (ETFs) on the Stock Exchange of Thailand from Oct. 16, 2026. The framework creates a regulated investment route for investors while introducing strict custody and risk management requirements.
Thailand’s Securities and Exchange Commission (SEC) announced the completed framework on Oct. 8, following public consultations earlier this year. The regulator issued 11 notifications covering fund operations, asset management, custody and investor protection.
Under the rules, Bitcoin (BTC) and Ethereum (ETH) will be the only eligible cryptocurrencies during the initial phase. Each ETF must passively track a single cryptocurrency and maintain average net exposure of at least 80% of its net asset value throughout each accounting year.
However, October 16 marks the effective date of the regulations, not a confirmed trading launch for individual funds. Asset managers must meet the applicable requirements before introducing products, and the SEC has not identified any approved issuers or trading tickers.
The framework also requires funds to use licensed digital asset custodians supervised in Thailand. Asset management companies must demonstrate adequate staffing, operational systems and suitable service-provider arrangements before establishing these investment products.
Future additions to the eligible cryptocurrency list will depend on liquidity, market acceptance, network security and investor protection considerations.

The new framework expands access for domestic investment firms while limiting retail investors’ exposure to overseas crypto ETFs. Thai mutual funds and private funds can invest in locally established products, subject to existing investment restrictions.
However, securities companies cannot facilitate overseas crypto ETF investments for clients outside institutional and ultra-high-net-worth investor categories. The initial rules also prohibit alternative products, including depositary receipts, linked to foreign crypto ETFs.
Retail investors purchasing domestic products must receive explanations of the funds’ structures and risks before trading. They must also confirm their understanding of those risks, while brokers must provide guidance on asset allocation and investment suitability.
Additionally, securities companies cannot offer margin loans for crypto ETF purchases. The restriction aims to limit borrowing-related risks as regulated cryptocurrency investment products enter the domestic securities market.
Thailand’s digital asset industry has welcomed the framework, although market adoption remains uncertain.
Bitkub Group co-founder Attakrit Chimphlapibul highlighted opportunities for asset managers and custody providers while emphasizing that outcomes will depend on operational readiness and investor demand.
Binance TH by Gulf Binance also expressed readiness to support launches through liquidity services and cooperation with asset managers.
The framework establishes a regulated pathway for Bitcoin and Ethereum investment products in Thailand. However, actual market participation will depend on fund approvals, product availability and investor response.
