Maharashtra has unveiled plans for a new blockchain-based legal framework that could transform real estate ownership through property tokenization.Â
The proposed Maharashtra Digitisation and Exchange of Land Token Asset (DELTA) Act seeks to digitize immovable properties, unlock dormant asset value, and establish India’s first state-level legislation dedicated to blockchain-powered real estate tokenization.
Maharashtra Targets Property Tokenization Through DELTA Act
Maharashtra Chief Minister Devendra Fadnavis, through a post on X on July 20, directed officials to draft the proposed DELTA Act after reviewing the framework in Mumbai. The initiative supports the state’s broader objective of becoming a $1 trillion economy by 2030 through new revenue opportunities.
According to Fadnavis, property tokenization can unlock hidden economic value while improving access to real estate investments across Maharashtra. The proposed legislation aims to establish a fully digital blockchain-enabled ecosystem for managing property-linked tokens.

Under the framework, immovable properties would be represented through blockchain-based tokens tied directly to underlying asset values. Consequently, transactions would occur digitally while maintaining links between tokens and the associated real estate holdings.
Fadnavis also instructed officials to study international regulations and successful tokenization models before finalizing Maharashtra’s legislative framework. The government intends to position Maharashtra as India’s first state with dedicated property tokenization legislation.
An expert committee will prepare the proposed legal framework alongside experienced professionals from financial, legal, and blockchain industries. Representatives from the Securities and Exchange Board of India, Bombay Stock Exchange, and National Stock Exchange will participate in drafting recommendations.
India Expands Focus on Blockchain-Based Asset Tokenization
The proposal reflects India’s growing interest in blockchain applications beyond cryptocurrency trading despite cautious national crypto regulations. Asset tokenization has increasingly emerged as a separate policy discussion focused on improving efficiency within traditional financial markets.

As a result, supporters believe the model could improve liquidity while expanding investment opportunities through smaller ownership shares.
The proposal also builds upon Maharashtra’s earlier efforts to modernize property transactions using blockchain technology and digital infrastructure. Previous government estimates suggested tokenization could unlock significant dormant capital within Mumbai’s extensive real estate market.
Meanwhile, several international jurisdictions have already introduced regulated frameworks supporting tokenized real-world assets and fractional ownership structures. Officials will examine these regulatory approaches while designing Maharashtra’s proposed legislation for blockchain-based property transactions.
The committee must also address legal questions surrounding ownership rights, trading rules, taxation, investor protections, and regulatory oversight before introducing legislation. These considerations remain critical because blockchain records must align with existing land registration systems and property laws.
If enacted, the DELTA Act could establish a regulatory foundation for blockchain-powered real estate transactions while shaping India’s broader approach toward tokenized assets. However, the proposal remains in its drafting stage before lawmakers consider introducing the legislation for formal approval.
